Isabel Soto

House Education and Workforce Committee

Isabel Soto is a professional staff member on the House Education and Workforce Committee where she covers workforce development which includes the Workforce Innovation Opportunity Act, Perkins CTE, apprenticeship, and juvenile justice. Previously she was the Director of Policy for The LIBRE Initiative, a political advocacy organization and spent time on the Senate side as a Senior Policy Advisor at the United States Joint Economic Committee where she wrote and contributed to multiple original research projects. Before that role, Isabel was Director of Labor Market Policy at the American Action Forum. She and her work have been featured by several media outlets, including CNBC’s Squawk Box, The Wall Street Journal, CSPAN, and The Washington Post. Isabel’s research and expertise have been used to inform legislation both on the federal and local level around workforce development, hazard pay, unemployment benefits, and independent contracting. Before joining AAF, Isabel worked on David Brooks and the Aspen Institutes’ initiative, Weave: The Social Fabric Project, which focused on understanding and strengthening associational life in the U.S. Isabel grew up in Princeton, New Jersey, is a Davidson College graduate, and has a master’s in applied economics at American University.
